01 / Source citation
Every entry on this register cites either a public-record URL or a key into the KTS Global Evidence Locker. Where a public-record URL exists, it is the primary citation; where the record is held privately, the Evidence Locker key stands in its place. No entry is published without one of the two.
02 / Evidence Locker
The KTS Global Evidence Locker is the canonical store from which every signed claim on this site is served. Each object is held against a fixed date, a defined object type, and a reviewer attestation. Where a published claim refers to an object key, that key resolves through the Locker.
03 / Graceful degradation
Should an evidence pointer subsequently fail to resolve, the entry is reduced to a single italic line: evidence pointer pending re-anchoring. The claim block is withdrawn until the pointer is restored. No exception to this is made.
